Improvements and fixes for the list of proposals.

- "accept" column is added (it will be easier for program admins to tell
which proposlas have been marked as accepted)
- regular expressions for status filters are fixed. apparently right now
jqGrid is not happy when parentheses are present
- filter for pending acceptance is added
- pending acceptance status calculation is not based on datastore index.
instaed, it is delivered based on pre-computed to_be_accepted_proposals
property.
