Application response cannot be submitted after the org signup period ends.

It was not harmful when org admins were able to updated applications after
the deadline. However, there is no benefit in making it legal or explicitly
encouraged. All responses are exported to an external tool shortly after
the deadline in the first place. Program admins may not even be aware of the
changes if they are made after the data export.
